Scottish Greens urge UK Government to commit cash to Mossmorran “before it's too late”

Any further delay to just transition funding for Mossmorran would be “inexcusable”, say the Scottish Greens, who have urged the UK government to commit to targeted funding to support workers and their families.
Ahead of a Green business debate on the site this Wednesday, the Green MSP for Mid Scotland and Fife, Mark Ruskell, has called on the UK Government to urgently deliver targeted just transition funding for the site.
In November 2025, EXXON Mobil announced they were due to close their ethylene plant at Mossmorran on the 16th February 2026, but it ceased operations early on the 2nd February.
However, despite being aware of the potential closure of the site since last Spring, the UK Government has still not committed any bespoke funding for a just transition for Mossmorran or for the 400 workers who have been affected.
The Scottish Government has announced £9m of funding for communities and the workforce affected by the closure as part of the Draft Scottish Budget. However, this fund has yet to be delivered.
Mark Ruskell MSP said:
“The communities around Mossmorran still bear the historic scars of unmanaged industrial decline. They’ve been left behind before - and unless both Governments act quickly, they will be left behind again.
“We’ve always been clear - Mossmorran deserves a properly funded, just transition plan - like Grangemouth. One which supports workers and the community to transition to a sustainable, green future.
“The UK Government started dialogue with EXXON Mobil about the site’s future last Spring, but have left local people high and dry.
“And whilst we’ve seen taskforces established and promises made, the plant has already closed, with no targeted fund actually up and running to help secure a just and sustainable legacy for the site.
“This is something all parties should be able to agree on, but, while the Scottish Government has made some welcome steps, the UK Government has been all talk.
“So our message to the UK Labour Government is simple - now is the time to bring funding to the table, before it's too late. Any further delay would be inexcusable.”
